Automated Spectrum Management
System (ASMS)
The Papua New
Guinea Radiocommunications and Telecommunications Technical Authority
(PANGTEL) was established by virtue of the Telecommunications Act
1996 (as amended). PANGTEL is the technical regulator of telecommunications,
radiocommunications and broadcasting services in PNG. A primary
responsibility of PANGTEL is to provide radio frequency management
services for the orderly provisioning of such services in PNG.
As part of its
ongoing effort to provide efficient radio spectrum management services,
PANGTEL is putting in place a modern Automated Spectrum Management
System (SMS). In this regard, all licence holders of various radiocommunications
and telecommunications services including telecommunication carriers,
service providers, radio dealers, broadcasters and Internet Service
Providers (ISPs) are required to provide updated information about
their current use of frequencies assigned to them by PANGTEL
This also includes
information on equipment operating on frequencies assigned and sites/locations
where they are deployed and other relevant technical information.
The information provided would be used to update the existing database
on the use of frequencies and associated technical information before
it is migrated to the new Automated Spectrum Management System (ASMS)
database. Once fully installed and operational, the new ASMS database
would provide an invaluable one-stop resource centre for (i) facilitating
resolution of interference; (ii) spectrum planning and policy matters;
and (iii) the overall spectrum management strategy of PANGTEL.
All concerned
parties that have deployed telecommunications and radiocommunications
systems are therefore required to furnish the relevant information
to PANGTEL according to the following prescribed format. The prescribed
